Terms of Service

Effective July 11, 2026. These terms apply to use of CivicParkingOS public portals and platform services unless a separate written agreement, municipal policy, solicitation, contract, or law controls.

1. Platform and municipal roles

CivicParkingOS is a technology platform operated by Balthrop Logic Operating Systems Inc.. A municipality, authority, campus, parking program, or other public entity may use the platform to administer parking permits, mobile parking payments, eligibility review, enforcement records, refunds, and related services.

The administering public entity controls its parking rules, rates, eligibility standards, approval decisions, enforcement practices, refund policies, and program-specific notices. Where those rules differ from these platform terms, the applicable government policy, written agreement, or law governs.

2. Acceptance and authorized use

By using a CivicParkingOS portal, submitting an application, starting a parking session, making a payment, or accessing an administrative account, you agree to use the service lawfully and to provide accurate information.

  • Do not impersonate another person or submit false vehicle, plate, eligibility, or payment information.
  • Do not interfere with the platform, attempt unauthorized access, or misuse credentials, links, tokens, or API keys.
  • Administrative users must protect their sign-in credentials and use the platform only within their assigned authority.

3. Permit applications and approvals

Submitting an application does not guarantee approval. The administering parking program may request documents, deny an application, impose conditions, suspend or revoke a permit, or require payment before issuance. Permit use remains subject to posted rules, zone restrictions, effective dates, expiration dates, and enforcement policies.

4. Parking sessions and plate information

Users are responsible for selecting the correct zone and duration and entering the correct license plate and jurisdiction. A payment does not authorize parking outside the purchased zone, time, or other applicable restrictions. Failure to enter accurate information may result in enforcement action under the parking program's rules.

5. Payments, fees, and processor services

Payment card entry is handled by the payment processor configured for the applicable parking program. CivicParkingOS may display permit prices, parking charges, municipal fees, processor or service fees, platform fees, taxes, and the total amount before checkout.

The merchant of record, settlement model, refund terms, and fee allocation may vary by parking program. The payment summary displayed before checkout and the administering entity's published policies govern the specific transaction.

6. Refunds, disputes, and reversals

Refund eligibility is determined by the administering entity's policy and applicable law. Approved refunds may be full or partial and may exclude nonrefundable charges where permitted. Card disputes or chargebacks do not automatically cancel a permit or parking obligation unless the administering entity records that action.

7. Digital credentials and public links

Digital permit links, printable credentials, validation codes, and payment links may contain access tokens. Do not publish or share them unnecessarily. The platform may expire, replace, revoke, or invalidate credentials and links when required for security, lifecycle management, payment status, or program administration.

8. Service availability and changes

The platform may be updated, maintained, or temporarily unavailable. Features may differ by tenant, module, payment processor, contract, or jurisdiction. We may modify these terms prospectively by posting an updated effective date.

9. Disclaimer and limitation

CivicParkingOS provides technology and workflow services. It does not replace posted parking signs, ordinances, regulations, municipal determinations, or legal requirements. To the extent permitted by law, the platform is provided without a guarantee that every service will be uninterrupted or error-free.

Nothing in these terms limits rights or obligations that cannot legally be limited, and nothing overrides a controlling government contract, procurement term, or applicable public law.
